Audun operates with a real iron fist and is a hard-ass. He’s on trial for faked cyberpsycho attacks in the last two years, but the government is really dragging their feet on the trial. Leaving him as chief is in their best interest, but people (the public) are overall getting upset about this, especially over the false imprisonments and deaths of family members.

Public Address (Session 030)

In Session 030 during the public address, Audun outlined the initiative to stop the cyberpsycho issue in Night City and keep people safe:

  • Steps in the initiative:
    • Data Collection: see where cyberpsycho attacks are most inclined to happen, and try to figure out what contributes to it (bad hardware, bad behavior, etc).
      • This will be done with a combination of the Spyder bot created by Ida Mueller, and by using Mr. Steele’s knowledge as a fixer.
    • Data Compilation: compile the data to find trends so that they can identify problems before they happen.
    • Direct Action: The NCPD will work closely with MaxTac and members of local medical facilities and the science community to help capture, detain, and rehabilitate cyberpsychos. Once they are rehabilitated, there will be a program to help them reintegrate with society.
  • A few problems:
    • This is clearly an excellent smokescreen to target the lesser privileged denizens of Night City unfairly, as these trends are most inclined to have an unfair bias toward poorer areas of the city as a higher threat for cyberpsychosis, especially due to gang activity in differing areas of the city.
    • MaxTac isn’t known for having a gentle touch. Let’s just leave it at that.
  • Emerick spoke to Audun after the address and asked a few questions as well:
    • NCPD statement for people concerned that they will unfairly target disadvantaged groups: He understands the concern, but wants to assure the public that part of phase one is to do as much research and information gathering as possible to avoid this bias and pinpoint exactly where the threats are highest. While it is true these threats are often in less established areas, they will do their due diligence to ensure that they only bring cyberpsychos to justice.
    • Justice is a funny word to use when talking about people with a mental disorder that need help, not punishment: How is rehabilitation not justice? The desired outcome is the safety of the public (priority one), and helping to rehabilitate these people is to treat them with justice (with a definition of moral rightness and decency - which Emerick agrees with).
    • What happens to them after treatment: They will be given assistance reintegrating with society.
      • This is the part that Audun seems the most enthusiastic about - either he genuinely believes it, or he had to practice it the most to come across as believing it. Emerick’s leaning on the side of the latter given everything else he he’s aware of at this time.
